16th Unqualified Opinion: A Sweet Ending for the Ministry of Law and Human Rights Prior to Institutional Transformation

ibnchannel.id – The Supreme Audit Agency (BPK) issued a Unqualified Opinion (WTP) to the Ministry of Law and Human Rights (Kemenkumham) after auditing its 2024 financial statements.

This is the 16th straight year since 2009, and it is the last milestone for the Ministry of Law and Human Rights before it is divided into three ministries: the Ministry of Law, the Ministry of Human Rights, and the Ministry of Immigration and Corrections.

“This achievement also marks the final WTP opinion for the Ministry of Law and Human Rights before its transformation into three ministries, thus marking a positive end to the long journey of financial and State Asset (BMN) governance at the Ministry of Law and Human Rights,” said Minister of Law, Supratman Andi Agtas, at the Ministry of Law’s Graha Pengayoman on Friday (October 3, 2025).

According to Supratman, the BPK audit helps ministries and institutions manage state finances transparently and in accordance with applicable regulations. This process is a form of control to ensure that public funds are used responsibly.

“The Audit Board of the Republic of Indonesia (BPK RI) plays a very strategic role in ensuring that state financial management is carried out according to the principles of accountability and transparency, effectively and efficiently, and in accordance with applicable regulations,” said Supratman.”Financial report audits are a form of democratic control that guarantees transparency and accountability in public budget management, and serve as a means for continuous improvement of the bureaucratic system and public financial management,” he continued.

Supratman remarked that one of the most essential tasks following the separation of ministries is the liquidation of the previous Ministry of Law and Human Rights’ work units. Of the entire 1,167 work units (satker), 1,020 have been liquidated by October 2, 2025.

There are still 147 satker units that have not been liquidated. Supratman asked the three ministries to improve collaboration and commitment so that the liquidation process may be completed in compliance with existing legislation.

“One of the important tasks related to administrative resolution and financial accountability that we need to undertake together is to carry out the liquidation process for the former Ministry of Law and Human Rights work units and to prepare and submit liquidation financial reports as a form of resolving their respective rights and obligations,” stated the Minister of South Sulawesi.

Supratman also asked the three ministries to continuously follow up on the suggestions based on the Supreme Audit Agency’s (BPK) findings to avoid recurrence in the future. He believes the BPK’s recommendations can help improve state financial governance.

He stated that all recommendations for the Ministry of Law and Human Rights would be implemented. **
